Before tickets are put on sale every lottery must be licensed
with a local authority e.g. District Council. The
maximum value of tickets allowed under this licence is £20,000
(i.e. 20,000 tickets of £1 each). Any lottery with
tickets for sale in excess of £20,000 must be registered with
the Gambling Commission.
Private Lotteries
When ticket sales are restricted to members of one society, or
persons who either live or work together on the same premises,
it is not necessary to register with the local authority.
Ticket's must state the promoter's name and address and the
persons to whom ticket sales are restricted. Standard
wording for this is typically "The sale of tickets is
restricted to members of the [Club name]. No price won
in this draw shall be paid or delivered by the promoter to any
person other than the persons to whom the winning ticket was
sold by them.". Such tickets may not be distributed by
post.
Other Rules

It is an
offence to print or sell tickets which do not comply with the
legal requirements.

Draw
tickets may not be sold to or by persons under 16 years of age

Registered
charities must state either their Charity Number or state they
are "A registered charity"

Each ticket
must specify the name of the organisation running the draw,
the date of the draw, the local authority with which the
lottery is licensed and the name and address of the promoter.
This must be a name individual with a full postal address
(this does not need to be their personal postal address)

The price
of the ticket can be no more than £2

The price
of each ticket must be the same (i.e. it is illegal to offer
free tickets, e.g. tickets are 25p or £1 for a book of 5).
